Courageous hard working men and women are showng constructing a path on the rocky cliff which runs along the Yellow River. It is dangerous work and most of them are tied with a rope around their waist to the cliff above them. Chinese characters on wall of their work site in the foreground read "愚公移山,改造中国 (Transform China in the spirit of the Foolish Old Man who removed the mountains)". Further up the river another sign reads "手牵黄河上高山 (Holding hands on the Yellow River to go up the mountain)"
