1818年福全鄉建於此處，並有洪聖廟；1928年政府為開發土地，清拆了福全鄉，洪聖廟亦遷往新闢的街道上，命名為福全街。
Fuk Tsun Village was demolished by the government in 1928. Hung Shing Temple, which moved to the present site in Fuk Tsun Street, was originally a temple in the Village.
